Over the past several years there have been shifting timelines and
reporting formats for Title III grants. But I think that the reporting
for 2004 will follow the pattern for 2003.
It is my understanding that for 2004 (like in 2003) ONLY projects in
their first year will be required to submit an Interim Performance
Report(IPR)this Spring. An Interim Performance Report is needed for
first year projects to document some type of progress toward achievement
of first year objectives, in order for staff to approve the release of
second year grant monies. For projects in years 2, 3, and 4, the Annual
Performance Report (APR) which has historically been due within 90 days
of the close of the grant year will be used to document progress for the
subsequent year's funding. That APR report was submitted electronically
in February 2004 by all grants in year's 2, 3, and 4 (reporting on
outcomes for project years' 1, 2, and 3). I have been told that grants
in their final project year do not have to necessarily have to complete
an APR, but must only complete the Final Performance Report at grant's
end - although I do know that many 5th year projects submitted an Annual
Performance Report covering outcomes of their 4th grant year in Feb 2004
of their 5th grant year.
To my knowledge, no specific date has been yet for submission of IPR's
by first year's grantees - all grantees are still awaiting word. There
have been significant changes in Title III program leadership over the
past many months, but program officers should be able to verify that
only first year grantees need be concerned about submitting a report
before the Annual Performance Report due toward the end of the year.

Subject: ED midyear report: when to expect notice?
For those of you who are past your first year of T3, when does ED
usually send out notification of its midyear report requirements,
I'd heard that we're supposed to get ED's report request in March, for a
report due in April, but we haven't heard anything yet.
