I assume you are in Year One. You should report your Year One expenditures,
including encumberances. You need this information to determine if a
carryover exists. If you have a carryover, it will need to be addressed in
section 4. On the budget sheet, there is a column for carryover balances.
On your budget narrative, carryover balances and their location in the Year
two budget can be addressed. I hope this helps.

First, I want to thank members of this list for their postings, which made
me aware that I had not received the APR instructions.
Now that I can log in, I am confused about the amount to report for federal
dollars spent. Do I provide:
the actual amount of the federal drawdown during the period Oct. 1, 2003
- Sept. 30, 2004;
the actual amount the College paid out during the period Oct. 1, 2003 -
Sept. 30, 2004; OR
the amount encumbered during the period Oct. 1, 2003 - Sept. 30, 2004?
