Dorie Richter forwarded your query to me because I serve as Activity
Director for our T3 grant which is geared heavily toward equipment
acquisition. Here is how I've addressed these issues:
1. All information I have is that we are REQUIRED by the feds to label
all individual pieces of equipment that cost $5K or more, and I have
tried to be vigilant to follow that requirement.
2. I have CHOSEN to label all computers purchased w/T3 funds because
a) they are considered "equipment" by the state and b) by the time you
do a lab, you've put $25K or more in a 20 student lab. I have also
chosen to label particular pieces of equipment that are less than $5K
(such as models for our A&P lab, equipment for science labs, nursing
labs, instructional equip for classrooms, etc.) because I want the
impact of the T3 grant identified visually. We would not be getting
this equipment w/o the grant and those labels will remain as long as we
have the equipment. I have those blue tags everywhere except for Cont
3. I have ordered DuraGuard labels from Seton. They are a little
pricey but supposedly guaranteed to last for the life of the equipment
(i.e. not come off).

I know we're supposed to label items above a certain cost if Title III
funds are used to purchase (or help purchase) them, and we've been doing
so for acquisitions above $5,000. Here are some questions:
1 - Is the $5,000 figure the correct one, or is it lower than that?
2 - If funds are used to equip a faculty/staff training room, or to
outfit a student computer lab, and the indivdiual items in it are below
the $5,000 level but the aggregate purchase exceeds the $5,000 level,
does the room get labelled? Do the individual computers?
3 - What sort labelling language are you using for things like this?
