The “~” is generally for tense movements. It can be found under “Dynamics Symbols” group. In “Lessons in SignWriting” Textbook, it can be found on 164-168.

If it written with movement arrows, it means the movement is with tension. If it is written with a handshape, it means the handshape is held with tension — much like when placing classifiers in a location. If it is written within the facial circle, it means there is a tension on the face in that location. The most common would be tense lips. There is even punctuation with the same symbol which means the entire phrase/sentence is done in a tense way.
